As a system admin in higher ed, your essay strikes true. However, I will point out that many of us (in IT) only follow orders, and those above us may not know what is needed, or the complexity required to develop a complete solution to mobile device management (MDM). Plus, in many high schools, the budget is so tight, the proper solutions are out of reach.
Take a product called Casper, for example. It's a Mac solution to the Windows Group Policy (a grand number of switches to either lock-down, or completely re-customize the OS). It also has an MDM solution built in for iOS devices. It's 10 grand. For colleges, that's a drop in a bucket. For public edu, it's not.
So, the two key points you've made won't go anywhere until upper management, the public, and (ultimately) the government can provide enough funding to school IT to support investments in staff, hardware, and software.
Don't let this discourage you though! Be vocal! Help support your IT folks! Push for less administrative overhead, and more academic freedom!
